Georgia's generating fleet is unusually diversified for the Southeast, and that diversity is the main reason the rate sits below the national average. Nuclear provides a large block of output that runs continuously and is insulated from fuel-price swings. Natural gas provides the flexible middle. Coal, once dominant, has declined substantially. Utility-scale solar has grown into a meaningful share, and Georgia has procured it competitively at large scale.

Georgia is also the state that completed new nuclear construction when almost no one else did, expanding the Vogtle plant with two additional reactors. New nuclear is enormously capital-intensive to build and cheap to run, which produces a specific bargain: higher capital costs recovered in rates now, in exchange for decades of output whose cost does not move when gas prices do. Whether that was a good trade is argued at length; that it shapes what Georgians pay, for a very long time, is not in dispute.

Two things push the other way. Fuel costs are recovered through separate proceedings rather than frozen into base rates, so gas price movements reach customers. And Georgia has seen rapid load growth, particularly from data center development around metro Atlanta, widely reported to be driving substantial new generation and transmission planning. One structural feature is genuinely unusual: Georgia's Public Service Commission is elected statewide rather than appointed. Georgia's consumption is driven by a long cooling season, near-universal electric heating, and a housing stock that skews large.

The cooling season is the obvious part. Georgia summers are long, hot, and humid, and humidity is the expensive half: air conditioners spend substantial energy condensing moisture rather than dropping temperature, so run times exceed what the thermostat setting implies. In south Georgia the cooling load starts in April and does not fully release until October.

The winter is the part people underestimate. Most Georgia homes heat with a heat pump, which is efficient in mild weather because it moves heat rather than generating it. But when outdoor temperatures fall far enough, or when the thermostat is jumped up several degrees at once, the system engages electric resistance backup, sometimes called auxiliary or emergency heat. Electricity works nothing like that. Electric service territories are assigned by state law, your electric provider is determined by your address, and no residential customer may choose a different one.

Georgia does have a narrow slice of electric competition, but it does not reach homes: it applies only to new or expanded commercial and industrial loads above 900 kilowatts, which is a threshold no household approaches. The utilities that serve Georgia, and what differs between them

Georgia's service territories were divided by state law in the 1970s, and the resulting map is stable and unusually varied in ownership type.

Georgia Power, a subsidiary of Southern Company, is the investor-owned utility. It serves metro Atlanta and most of the state's larger cities and holds the majority of Georgia's residential customers. Its rates are set by the elected Public Service Commission through formal rate cases, and it is the entity through which Georgians pay for the state's nuclear fleet, including the expanded Vogtle plant.

Georgia's electric membership corporations, the EMCs, are member-owned cooperatives. EMC rates are set by each cooperative's elected board rather than by the state commission. Margins above what the cooperative needs can be returned to members as capital credits, and members vote in board elections. MEAG Power is a joint action agency. It does not serve retail customers directly; it generates and transmits wholesale power on behalf of Georgia's municipal electric systems, allowing city-owned utilities to own shares of large generating assets they could never finance alone. The distinction that matters to a household is jurisdiction. A Georgia Power customer's rates are decided at the Public Service Commission, an EMC member's by a board they help elect, a municipal customer's at city hall. The electricity is identical; the accountability structure is not.

Winter bills, strip heat, and the Georgia surprise

The single most common bill shock in Georgia arrives in January, and it catches people because they expect a Southern state's problem to be summer.

The mechanism is worth understanding precisely. A heat pump extracts heat from outdoor air and moves it inside, delivering several units of heat per unit of electricity. That advantage shrinks as the outdoor temperature falls, and below a certain point the system cannot keep up. Turning the heat well down overnight and then raising it several degrees in the morning is a habit imported from gas furnace houses, where recovery is cheap. In a heat pump house, a large jump in the setpoint is one of the things that summons strip heat, so the money saved overnight is spent, sometimes with interest, in the recovery. Manufacturers and utilities advise modest, gradual setbacks for exactly this reason.

The diagnostic question is whether auxiliary heat is running when it should not be. A malfunctioning outdoor unit, a low refrigerant charge, a failed defrost control, or a thermostat wired to call for auxiliary heat too eagerly will quietly turn a heat pump into an electric furnace. The bill shows it before anything else does, which is why a January bill that has doubled deserves a service call rather than a resigned shrug.
