Where the Meter Is and What You Are Looking For
Where the meter sits depends almost entirely on whether the ground freezes. In warm regions it is outdoors, at or near the property line, in a curb box — a buried chamber with a cast iron or plastic lid set flush with the ground, typically in the lawn strip between the pavement and the street, or in the front garden near the footpath. The lid is round or rectangular, roughly the size of a dinner plate, and usually cast with the word WATER. It is often grown over with turf; a screwdriver probed along the line between the water main and the house will find it.
In cold regions the meter is indoors, on the incoming service pipe where it enters the building — typically in the basement on the street-facing wall, or in a crawl space, garage, or a utility cupboard near the water heater. Look for the point where a pipe comes through the floor or wall and has a valve either side of a body of brass or composite with a dial on top.
Apartments and condominiums may have a bank of meters in a shared plant room, each labelled with a unit number, or no individual meter at all if water is allocated rather than metered. If you cannot find yours, your provider knows exactly where it is — the meter number and often a location note appear on your bill. Do not spend an afternoon digging on a guess.
Opening It Safely
An outdoor curb box lid is heavier than it looks and it is a closed, dark, damp chamber. Take a few precautions.
- Lift with a tool, not fingers. Most lids have a small notch or a pentagon bolt; a large flathead screwdriver, a pry bar or a purpose-made meter key hooks into it. Prise the lid up and slide it aside rather than lifting it out over your hands, and keep fingers off the rim as it comes down.
- Look before you reach. Curb boxes attract spiders, wasps, ants and, in warm climates, snakes. Shine a torch in first and give anything living a moment to leave.
- Expect water and mud. The glass is usually filmed over; wipe it with a cloth. A chamber full of water is itself evidence — often of a leak on the supply side rather than yours.
- Do not touch the valves. The utility's shutoff and any locking device belong to them. You are reading a dial, not operating anything.
Many modern meters have a lid over the register that flips up, and many have a solar-powered display that wakes when light hits it — shine a torch on it and wait a few seconds. Replace the lid firmly afterwards; an unseated curb box lid is a real trip hazard on a public verge.
The Two Dial Types
Almost every residential meter uses one of two registers, and they are read differently.
Straight-reading (odometer) register
This is the common modern type and it looks like a car odometer: a row of numbered wheels behind a window, sometimes with a separate sweep hand on the face. Read the numbers left to right, exactly as printed. The important subtlety is that on many meters the right-hand one or two digits are fixed, painted a different colour, or set behind a stationary black frame, and those digits are not part of the billed reading — they are fractions of the billing unit. If your meter shows 0 0 4 7 2 9 with the last two digits on a black background, your reading for billing purposes is 0047, and the 29 is detail. Compare your figure with the previous reading on your bill; if yours is wildly larger, you have included the fixed digits.
Round-reading (multi-dial) register
Older meters have four to six small circular dials, each numbered 0 to 9, arranged in a ring. Read them in the order marked — usually from the largest denomination — and note that adjacent dials rotate in opposite directions, one clockwise and the next counterclockwise, which is why the numbers on alternate dials run the other way. Take the digit the hand has last passed, not the nearest one: when a hand sits between 4 and 5, the digit is 4. When a hand appears to be exactly on a number, check the dial to its right; if that hand has not yet passed zero, the left-hand digit has not yet advanced.
Digital registers simply display the number, though some cycle between the reading and a rate-of-flow figure; wait for a full cycle before writing anything down.
Units: Cubic Feet, CCF and Thousands of Gallons
The most confusing part of a water bill is that the meter and the bill often speak different languages. In the United States most residential meters register in cubic feet, while most utilities bill in one of two larger units:
- CCF — one hundred cubic feet, sometimes written HCF or shown as “units”. One CCF is 748 gallons.
- Thousands of gallons, written kgal or shown as “1,000 gal”, common in the south and midwest.
The conversions you need are short. One cubic foot is 7.48 gallons. One CCF is 100 cubic feet, so 748 gallons. To go from a meter reading in cubic feet to gallons, multiply by 7.48. To go from cubic feet to CCF, divide by 100 — which is exactly why the last two digits of an odometer register are often masked off: the utility bills whole CCF, so those digits are noise to them and useful only to you.
A minority of meters register directly in gallons, and some in cubic metres. The unit is printed on the register face, usually as CU FT, GAL or M³. Note it, because every calculation that follows depends on it. The Leak Indicator and the Two-Hour Test
Nearly every meter has a low-flow indicator: a small triangle, a star, a tiny gear or a delicate sweep hand somewhere on the face, deliberately geared so that it turns on the smallest flow the meter can detect. It exists for exactly one purpose, which is finding leaks.
Use it like this. Turn off every water-using thing in the house — taps, dishwasher, washing machine, ice maker, humidifier, irrigation controller — and make sure no one flushes anything. Then watch the indicator for a full minute. If it moves at all, water is flowing somewhere. That is a positive result and you can stop there; the leak exists and the next job is locating it.
If the indicator does not move, you have not cleared the house. Some leaks are intermittent, some are too small for a glance, and a toilet flapper can seep without triggering a visible spin. So run the two-hour test, which catches everything:
- Write down the complete meter reading, every digit including the masked ones, and note the time.
- Use no water for two hours. No taps, no toilets, no appliances, no automatic irrigation. Two hours is the minimum; overnight is better and catches slow seepage more reliably.
- Read the meter again and record the difference.
Any difference at all means water moved through the meter while nothing in the house was meant to be using it. That is the definition of a leak. The value of this test is that it is unambiguous — it does not depend on your bill, on your memory of last summer, or on anyone's estimate.
Sizing the Leak, Fixing the Usual Culprit, and Whose Side It Is On
Turn the difference into a daily rate, because that is the number that tells you how urgent this is. If the meter reads in cubic feet, multiply the difference by 7.48 to get gallons, then multiply by 12 to scale two hours up to a day. Two cubic feet over two hours is 14.96 gallons, or roughly 180 gallons a day — more than many households use in total. Half a cubic foot over two hours is about 45 gallons a day, which is small enough to hide in a bill and large enough to be worth fixing.
Start with the toilets. A leaking flapper — the rubber seal at the bottom of the cistern that lifts when you flush — is widely reported as the single commonest household leak, and it is nearly always silent, because the water runs down the overflow tube rather than into the bowl. The test takes ten minutes: put a few drops of food colouring in the tank, do not flush, and come back in half an hour. Colour in the bowl means the flapper is passing. A replacement flapper is a few dollars and needs no tools beyond your hands. Check every toilet, not just the one you use.
After toilets, in rough order of likelihood: dripping taps and shower valves, a water heater's pressure relief line discharging into a drain, an irrigation zone valve that does not fully close, a water softener stuck in regeneration, and outside taps. Underground supply-line and slab leaks are rarer but far more expensive; the signs are a permanently damp or unusually green patch of ground, a warm spot on a floor, or a drop in pressure.
Finally, work out which side of the meter the leak is on, because that determines who pays. Everything from the meter to and inside the house is normally the property owner's responsibility; the pipe from the main to the meter is normally the utility's. If the leak indicator is spinning with your main house shutoff valve closed, the flow is upstream of that valve, and if the curb box is full of water or the ground between the street and the meter is saturated, call your provider before you call a plumber — they will usually investigate at no charge, and repairs on their side are their cost. Many utilities also offer a one-time leak adjustment on the bill after a documented repair, so keep the plumber's invoice and ask. How often should I read my own meter?
Once a month is enough for most households, taken on roughly the same day each month so the intervals are comparable, and written in the same place each time. That single habit turns your meter into a trend line: a month that jumps 40 percent above the others is visible immediately rather than eight weeks later when the bill arrives. Read more often if you are testing a repair, if you have irrigation running, or if you have just moved in and do not yet know what normal looks like for the property. A monthly reading also lets you check the utility's own figure against yours.
The indicator is spinning but I cannot find any leak. What now?
Close the main shutoff valve where the supply enters the house and watch the indicator again. If it stops, the leak is inside the house or in the irrigation system downstream of that valve, and the next step is isolating branches one at a time — shut the irrigation supply, then individual toilet stops, then fixture stops. If it keeps moving with the main closed, the leak is in the buried service line between the meter and the house, or on the utility's side, and that is a job for a leak-detection service or your provider. Underground leaks often show no surface water at all in dry, well-drained soil.
Why does my bill show CCF when my meter shows cubic feet?
Because CCF is simply one hundred cubic feet, and utilities bill in the larger unit to keep numbers manageable. Your meter counts every cubic foot; the utility divides by 100 and bills whole units, which is why the last two digits on many odometer registers are masked or painted — they are the fractional part the utility does not bill. One CCF is 748 gallons, and one cubic foot is 7.48 gallons. If your utility bills in thousands of gallons instead, multiply your cubic-foot difference by 7.48 and divide by 1,000. Can I read the meter if it is full of water or buried?
You can bail a curb box with a cup or a small pump and wipe the glass, and you can clear turf from a lid with a spade, but neither is something you should have to do repeatedly. A chamber that refills is telling you something — either groundwater is intruding or there is a leak in the box, and both are worth reporting. If the meter is genuinely inaccessible, buried under a new driveway or behind construction, contact your provider; they are responsible for maintaining access to their equipment and will usually raise or relocate the box. Do not dig near the meter connections yourself.
Will the utility credit me for water lost to a leak?
Often, but only if you ask and only under their published policy. Many providers offer a one-time leak adjustment that credits part of the excess consumption after you supply proof of repair — a plumber's invoice or a receipt for parts — and most limit it to one adjustment in a defined period, commonly a year or several years. Sewer charges are frequently calculated from water consumption, so an outdoor or underground leak that never reached the sewer may be creditable on that side too. Call as soon as the leak is fixed, ask specifically for a leak adjustment, and keep the documentation.
